General Statement of Duties

Under limited supervision, oversees plans and directs the activities & operations of the Building and Licensing department, ensuring compliance to the International Building Codes, Electrical Codes, and various ordinances. Reports to the County Administrator.


 

Minimum Qualifications

The Building Official shall have at least ten (10) years experience or equivalent as an architect, engineer, inspector, contractor, or superintendent of construction, or any other combination of these; for five (5) of which shall have been in responsible charge of work.  Must possess valid SC driver’s license & designated professional certifications. A CBO certificate shall be required to be obtained.

General Statement of Duties

Under general supervision performs responsible for inspecting residential and commercial projects to determine and ensure compliance with the Marion County building, fire, and zoning codes and other related ordinances. Performs related technical work such as posting codes violations, maintaining related records, etc. o enforce all county ordinances/issue county and state summons, prosecute violators, and serve arrest warrants. Shall be versatile in performing the enforcement duties related to but not limited to the international codes, zoning ordinances, business license ordinance and nuisance abatement. Reports to department Building Official.

 

Minimum Qualifications

High school diploma supplemented by three to five years of experience in building inspections, etc., or any equivalent combination of education, training, and experience which required knowledge skills and abilities. Must meet the South Carolina requirements within 6 months with one certificate. Must possess a valid S.C driver’s license. Must be 21 years of age or older.  Pass the S.C. Criminal Justice Academy with Class I Certification.

Emergency Management Director

General Statement of Duties

The purpose of the Director of Emergency Management is to manage the preparedness for, response to, and recovery from disasters or emergencies which occur within the boundaries of Marion County; to plan for and manage the County’s 911 Communications Center and 800 MHz communications system; and to perform related professional, administrative, and supervisory work as required. Remains on call 24 hours per day, seven days per week, for emergency response. This position reports to the County Administrator.


Minimum Qualifications

Requires Bachelor’s Degree or education and training equivalent to four (4) years of college education. Must possess a valid state driver’s license.  Successful completion of all required state and Federal required courses. Requires six (6) to ten (10) years of public safety experience, with at least two (2) years of management level experience.

Chief Of Operations

Department: Marion County Detention Center

General Statement of Duties

Guided by the center’s policy and procedures, the Chief of Operations is directly responsible on a day to day basis for inmate welfare, morale and behavior.  In this connection, he/she interviews and counsels inmates and supervises the administration of discipline and the execution of disciplinary action.He/she must prepare reports, special reports and correspondence pertaining to security operations and administration.In the absence of the Detention Director, he/she assumes full responsibility for all security operations in the center. 

Exercise direct supervision of all uniform security shift supervisor staff with emphasis on contraband control, to insure that the center’s buildings and all inmates and public are safely and properly secured at all times.Develops, directs, and supervises an inspection program to detect and correct shortcomings and deficiencies in security, safety, sanitation, maintenance, and make unscheduled and unannounced inspections to ascertain that subordinates are properly performing their assigned tasks.Interview officer applicants seeking employment with the security staff.  Complete employment packet and forward to the detention director for final approval for hire. Evaluate shift supervisor’s duty performance and, when necessary, initiates appropriate termination recommendation. Submit to the detention director appropriate recommendations pertaining to procurement and training of security staff. Initiates a preliminary investigation into center security violations, when necessary, and prepares and forwards them to the detention director for evaluation, investigation and action. 

 

Supervise the preparation of operational and administrative reports to include security related correspondence. Supervise and administer the disciplinary action handed down by the adjustment committee hearing officers as approved by the detention director. Performs other related duties as directed by the Sheriff or Chief Deputy.

 

The training officer wil be responsible for all ongoing training in the Marion County Detention Center. He/she will coordinate training schedules with the South Carolina Criminal Justice Academy, as well as on-site training at the detention center.  Conduct ongoing training programs dealing with such areas as stress management, inmate relations, security safety and establish center policy and procedures.  The training officer is a uniformed officer and is supervised by the Detention Director.

 

The classification officer will develop, coordinate and implement a comprehensive inmate profile classification system; advise the Detention Director on all classification matters; develops, coordinates and supervises the center inmate orientation program; responsible for maintaining all classification files; coordinates all inmate moves from one unit to another through the classification team review system (team to be appointed by the Detention Director).

 

Minimum Qualifications

High school diploma and six years experience as a detention officer or related law enforcement field (military or civilian); must be at least 21 years with no criminal record; a valid South Carolina Driver’s license (no serious violations within the past ten years). Completed the jail officer’s candidate certification course, basic jail instructor development course, and jail management course at the South Carolina Criminal Justice Academy. Three years experience in a training/instructor status and three years in a supervisory security position to include communications skills (written/verbal). Must be able to pass courses in weapons qualifications, CPR, First Aid, and other training as becomes necessary. Be available for on-call status as directed by the Detention Director. Must have functional telephone at personal residence at all times (number must be on file at center; changes must be reported as they occur).

Requires high school diploma or GED and Emergency Medical Technician-Paramedic certification or qualify for reciprocity, with 2 years of EMS experience, or an equivalent combination of education training and experience that provides the required knowledge, skills and abilities.  Must hold required certifications including CPR, ITLS or PHTLS, ACLS, PALS or PEP and CEVO.  Must in good physical health.  Must possess a valid South Carolina driver’s license.

Under general supervision performs a variety of activities pertaining to the County Jail in accordance with established policies, regulations and procedures.
